ESSA made changes to requirements related to providing services designed to help English learners (ELs)/multilingual learners (MLs) attain English proficiency and succeed academically. One of the biggest changes in ESSA was the move of accountability for ELs, both academic achievement and English language acquisition, from Title III into only Title I and the addition of collaboration requirements between Title I and programs for ELs. Districts that receive Title I funds are required to coordinate and integrate Title I services with programs and services provided to ELs.
